Foreign Minister Bob Carr has poured cold water on the idea of imposing a levy on Australian travellers to offset the rising costs of helping those who get into trouble overseas.
A Labor-led parliamentary committee raised the idea as part of a year-long inquiry into the parlous state of the country’s foreign service.
It found the ever-increasing demands on the Department of Foreign Affairs and Trade to give consular assistance to people in strife is undermining its ability to pursue Australia’s interests.
The report says the existing arrangement – which requires DFAT to meet consular costs through its already meagre budget – is unsustainable.
Senator Carr on Tuesday said the government would consider the report’s recommendations, but made it clear he was cool on the levy proposal.
“There are no plans for a travel levy,” he told reporters in Canberra.
“And my instincts are the Australian people expect us to do these things working within our means.”
The minister conceded some people have unrealistic expectations about what the government can do for them when they get into trouble.
However, he denied his personal intervention to help Australia lawyer Melinda Taylor in Libya this year raised those expectations further.
Senator Carr described the committee’s call for the government to open another 20 overseas posts as overly ambitious.
He says the government may instead increase its use of travelling special envoys, rather than open a large number of expensive permanent embassies.
Australia has the smallest diplomatic footprint of all G20 nations, with less than 100 overseas missions. The OECD average is 133.
The government’s Asian century white paper outlines plans to open another four diplomatic missions in Asia, but Senator Carr describes that as a “long-term” goal.
Senator Carr also is cool on the committee’s call for a fresh white paper into Australia’s overseas representation.
