Vic will have more fire refuges: premier

Victoria will have more community fire refuges ready before the next bushfire season, Premier Ted Baillieu says.

Responding to a progress report showing the state has created only one refuge three years after the Black Saturday bushfires, Mr Baillieu said the government had finalised its policy on the areas only in October last year.

He also said it was Fire Services Commissioner Craig Lapsley’s responsibility to work with local councils and communities to establish the refuges.

“The fire services commissioner has been working with a number of communities, my understanding is that he will reach some agreements and that we will have additional fire refuges before the fire season,” Mr Baillieu told reporters on Wednesday.

The premier said he could not predict where the refuges would be or how many would be set up, saying “that’s a matter for them to sort out”, but said the government had put money aside.

The Bushfires Royal Commission Implementation Monitor (BRCIM) found construction costs and liability issues have hampered the setting up of designated refuges, as well as neighbourhood safer places.

BRCIM head Neil Comrie said many other key recommendations had been met, including legislative changes to improve electricity safety.

Acting Opposition Leader James Merlino said the report showed the government had been complacent on bushfire safety.

“Ted Baillieu shamelessly politicised this issue when in opposition, yet in government he has failed spectacularly,” Mr Merlino told reporters.

He said the government was failing to meet its controlled burn target of five per cent of public land.

“They’re burning and re-burning the Mallee but not doing work where it’s needed in areas such as the Dandenongs, the Otways and Gippsland,” he said.
