US to Pay Victims of Its Attack on Afghan Hospital

The U.S. government said on Saturday that it plans to make “condolence payments” to those injured in an attack it carried out earlier this month on a Doctors Without Borders (MSF) hospital in Afghanistan. The series of airstrikes on the trauma center in Kunduz killed 22 people and injured 37 others.

MSF has denounced the strikes as a war crime. “This was not just an attack on our hospital — it was an attack on the Geneva Conventions,” said Dr. Joanne Liu, president of MSF International.

A dozen MSF employees were killed in the attack, along with 10 patients, including three children.

MSF has said that prior to the strikes it informed the U.S. of its hospital’s coordinates. It also immediately alerted U.S. authorities when the hour-long bombing campaign began on October 3.

In a statement, a spokesperson for the U.S. Department of Defense said it would also be making payments to the families of those killed in the attack.

“The Department of Defense believes it is important to address the consequences of the tragic incident at the Doctors Without Borders hospital in Kunduz, Afghanistan,” said spokesman Peter Cook. “One step the Department can take is to make condolence payments to civilian non-combatants injured and the families of civilian non-combatants killed as a result of U.S. military operations.”

Cook did not say how much money victims and families could expect to receive.

Condolence payments are not a new thing for the U.S. military. In 2013, a spokesman for the Department of Defense told the U.S. publication ProPublica that it pays up to US$5,000 for a death or injury in Afghanistan. In 2012, such payments totalled $891,000.
