“We have not succeeded in finding mutually acceptable solutions,” Serdyukov said on Thursday. “The situation is practically close to a dead-end.”
His comments come as the US plans to announce the deployment of the first phase of the system at a NATO conference in Chicago next month.
Moscow has repeatedly objected the move, saying the deployment undermines Russia’s sovereignty.
Russia has called for sharing control of the missile system, saying the aim of the so-called shield is to encircle Russia. Washington, however, refuses to share the control of the shield with any third party.
In return, Moscow has threatened to aim a new generation of missiles at European military targets and deploy its own missile interceptors.
