nsnbc : The administration of U.S. President Barack Obama is reportedly preparing new sanctions on international companies and individuals over Iran’s new Emad ballistic missile program and alleged cooperation between Iran and North Korea.
Proposed sanctions would reportedly target about twelve companies and individuals in Hong Kong, Iran and the United Arab Emirates (UAE) for their suspected involvement in the development of Iran’s ballistic missile program.
The new round of sanctions comes after Iran and the P5+1 (including the USA) earlier in 2015 reached an agreement on Iran’s nuclear energy program and an end to sanctions against Iran.
Officials at the U.S. Treasury Department reported that the department retains the right under the deal reached earlier in 2015 to sanction Iranian entities suspected of involvement in Iran’s ballistic missile program.
The Obama administration has reportedly been looking at the possibility to launch sanctions against Iranian entities over Tehran’s ballistic missile program for some time. Iranian Supreme Leader Ayatollah Khamenei commented that Tehran would perceive such sanctions as a violation of the agreement between Iran and the P5+1.
UN monitors who earlier in December 2015 discontinued inspections in Iran stating that there were no indications that Tehran was attempting to develop nuclear weapons capabilities have reportedly issued a confidential report on December 15. The report allegedly states that Iran’s Emad missile is capable of delivering nuclear warheads. It has thus far been impossible for nsnbc to verify the veracity of the claims about the report.
It is, however, noteworthy that there are significant discrepancies between Iranian media reports. That is especially media reports in English, and Iranian media reports in Parsi. Especially media reports issued in Parsi, by media linked to Iran’s Revolutionary Guard, are at times boasting that some of Tehran’s ballistic missiles could deliver nuclear warheads. Ayatollah Khamenei, for his part, repeatedly stated to international media that Tehran does not have intentions to pursue nuclear weapons as it considers such weapons of mass destruction as inconsistent with Islam.
The U.S. administration is reportedly planning to take up the issue of new sanctions against Iran at the U.N. Security Council. Most international analysts agree that the permanent UN Security Council members Russia and China would be likely to oppose a resolution that would put new sanctions on Tehran. Others note that Russia, although it has an informal strategic alliance with Tehran would not appreciate an Iran with nuclear weapons capabilities.
The sanctions proposed by the U.S. Treasury Department would prohibit U.S. and non-U.S. nationals from conducting business with a number of businesses and individuals and U.S. banks would be required to freeze assets of entities that are violating the proposed sanctions.
Among the targeted entities would be the UAE based Mabrooka Trading LCC and its founder Hossein Pournaghshband for involvement in aiding Iranian State companies in acquiring carbon fiber materials used in Iran’s missile program.
Five other companies and entities which thus far have remained unnamed are also risking sanctions. The U.S. Treasury Department is also alleging that Tehran and the Democratic People’s Republic of Korea (DPRK) are cooperating on the development of missiles with nuclear capabilities. It is noteworthy that Washington repeatedly threatened and continues to threaten the DPRK with the possibility of launching a nuclear first strike while the USA refuses to “take all options” against Iran, the use of nuclear weapons included, from the table.
The Emad missile is a liquid fuel medium range ballistic missile with a range of 1,700 kilometers. It can carry a payload of about 1,750 kg. The missile was revealed by Iranian Brigadier General Hossein Deghan on October 11, 2015. One of the features of the missile that sparks most controversy is that it features a newly designed reentry vehicle and an advanced guidance system.
