The 43-year-old Korean-American suspect, identified as One Goh, planned the killing after he was expelled from Oikos College, the police said.
Oakland Police Chief Howard Jordan said Goh had told the authorities that he was upset about being expelled from the college this year.
According to the police, the Korean-born suspect was also angry at the staff and other students for teasing his poor English skills.
The shooting happened on April 2 when Goh opened fire on the students, killing six women and a man and wounding several others.
Oakland mayor Jean Quan said most of the victims were Korean.
Goh was arrested hours later at a shopping center in the nearby city of Alameda.
