US approves Afghan torture jails: Report

The report by the Afghanistan Independent Human Rights Commission and the New York-based Open Society Foundations published on Saturday suggests that some people captured by the US-led forces on the battlefield are treated inhumanely.

The United Nation investigators had found evidence of torture in an Afghan facility where detainees were transferred after capture by US personnel, according to the report.

The report, titled “Torture, Transfers, and Denial of Due Process,” details 11 “recent, credible cases” in which detainees claimed they have been tortured in Afghan prisons.

In September, NATO said it had stopped transferring detainees to 16 Afghan detention facilities shortly before a UN report that found evidence of torture at those prisons.

The report’s co-author says there are several recent and credible cases where Afghans detained by the US forces were sent to prison in the southern Afghanistan city of Kandahar. The facility is run by National Directorate of Security (NDS) — Afghanistan’s domestic intelligence agency.

“There is compelling evidence that at least some US forces or personnel continue to transfer individuals to NDS Kandahar, despite not only a widely acknowledged risk of torture but also evidence that detainees transferred to NDS Kandahar by US forces have been subjected to torture,” the report said.

According to the report, “there may be US forces or personnel, perhaps including CIA or other US intelligence officials,” operating outside NATO commands that are responsible for sending the detainees to banned facilities.

The instances show that Afghan detainees have been subjected to beatings and electric shocks. Prisoners have also been threatened with or experienced actual sexual abuse as well as other forms of mental or physical mistreatment.

The US-led invasion of Afghanistan was launched in 2001 under the pretext of removing the Taliban from power; however, insecurity has been growing across the country, despite the presence of tens of thousands of US-led forces there.
