UN has ‘failed’ in duties to protect Syrian people, says William Hague

Mr Hague’s French counterpart, Alain Juppe, said: “It is unacceptable
that our council should be prevented from shouldering these responsibilities.”

Sergei Lavrov, the Russian foreign minister, however, said he opposed “manipulating”
the Security Council on Syria.

Ban Ki-moon, the UN Secretary General, meanwhile urged Bashar al-Assad, the
Syrian president to act within the “next few days” on UN-Arab
League proposals to bring peace to the country where pro-democracy protests
deteriorated into a crackdown that has killed thousands of people.

“The Syrian government has failed to fulfil its responsibility to protect
its own people and instead has subjected its citizens in several cities to
military assault and disproportionate use of force,” Mr Ban told a
special meeting of the UN Security Council on the “Arab Spring”
uprisings.

“These shameful operations continue.”

A popular uprising against Assad erupted a year ago. The United Nations
estimates Syrian security forces have killed well over 7,500 people. Syria
said in December that “terrorists” had killed more than 2,000
soldiers and police.

The talks came amid opposition reports that the bodies of 47 women and
children were found in Homs, after a “massacre” that sent families
fleeing the area.
