UK warned of disability benefit tests

According to a report published by the Work and Pensions Select Committee, there were “high levels of anxiety” among claimants of Disability Living Allowance (DLA), about its replacement with the Personal Independence Payment (PIP) for those of working age.

Committee Chairwoman and Labour MP Anne Begg slammed the new welfare assessments planned for disabled people for being too narrow, calling them to avoid the “mechanistic box-ticking approach” of that used for previous government disability benefit schemes.

“The government needs to be certain that the new assessment procedure is accurate and fair before it is introduced,” Begg said.

“Otherwise, there is a risk that people with serious disabilities and health conditions will lose the money they rely on to meet the additional costs incurred as a result of their disability – costs such as maintaining wheelchairs, using specially adapted cars, or paying for help to ensure they can live independently.”

The committee also said the tests should not be conducted nationally until a regional trial proves successful.

The Treasury projected 20% savings from PIP, which is contained in the controversial Welfare Reform Bill, being defeated repeatedly in the House of Lords.

Meanwhile, urging the coalition government to pay attention to the MPs’ report, chief executive of disability charity Scope Richard Hawkes criticized the welfare assessments for providing “no guarantee that support will go to the people that need it.”

Furthermore, Simon Shaw, of deaf-blind charity Sense, called for the British government “to change the way it assesses people while there is still time”.
