The government is required by the law to examine the Equality and Human Rights Commission (EHRC) proposals on policies, where a fairer outcome is possible.
However, the EHRC said the government has failed to follow its proposals on the impact of the spending cuts on the vulnerable and has not considered their effects on the vulnerable groups in a “meaningful or comprehensive way.”
The commission hit out at the Treasury saying it has silenced an analysis on the government’s withdrawal of the Education Maintenance Allowance (EMA).
The £30 allowance was paid to teenagers from poor families who continued education after the age of 16.
The commission said the decision to axe EMA has proved a discriminatory practice against ethnic minority families as half of all ethnic minority children live in low-income families while only a quarter of kids in the white British families are categorized as poor.
The EHRC said the same neglect has targeted women warning the Treasury’s disregard could amount to indirect discrimination, which can be a violation of the law.
