TONY Abbott has not yet decided if he will overturn a means test on the private health insurance rebate.


The Opposition Leader said this morning he would fight the government’s moves in parliament to means test the 30 per cent rebate from July 1.

The move would force around two million Australians to pay up to $1000 more for private health insurance, delivering a $2.4 billion windfall for the government.

Mr Abbott and the coalition are against the move, describing it as “yet another flagrant broken promise” on the part of the Labor Party.

“This is a hit on health, this is a hit on families, which is not only dishonest, but it’s very very damaging to the forgotten families of Australia,” Mr Abbott said this morning.

He called on independent lower house MPs – including NSW MP Rob Oakeshott and Tasmanian MP Andrew Wilkie – to vote against the changes.

“We’re going to fight it, we’re going to fight it … and I say even now at the eleventh hour, the independent members of this parliament should listen to their electorates and what they’re electorates will be saying is, don’t put up our health costs,” Mr Abbott said.

However, when asked if he would overturn the means test, he wouldn’t say.

“Ask me that question if we come to that situation,” he said.

Opposition health spokesman Peter Dutton also failed to commit a future coalition government to overturning the means test.

“We’re looking at a number of measures at the moment which may further enhance the attractiveness of private health insurance,” he told ABC TV.

“There may be smarter ways that we can do that.”

The opposition claims that if the means test goes ahead around 1.6 million Australians would drop private hospital cover over the next five years and another 4.3 million would downgrade their coverage.

The government disputes those figures, claiming Treasury modelling suggests that only 0.3 per cent, or 27,000 people, would drop out of the private system.
