Tokyo hosts global Conf on Afghanistan

Nearly 70 countries and organizations have sent their representatives to the two-day-long gathering, which opened on Sunday.

The conference will sign off USD 16 billion in aid to Afghanistan, pledged by international donors, which the country is expected to receive over the next four years.

The country’s President Hamid Karzai said at the conference, “I recognize, ladies and gentlemen, that the success of our partnership will depend on our mutual ability to be accountable and to prove our practices so that the hard-earned money of your taxpayers are utilized most effectively and transparently.”

Japanese Prime Minister Yoshihiko Noda told the delegates, “These meetings will be the place where all the related parties renew their pledge to a recovering Afghanistan.”

The aid is direly needed by Afghans to build their country from scratch. But the donors are also asking for firm assurances from Afghan authorities that the money will be spent to improve governance and combat corruption.

The conference comes nearly three weeks after a global meeting held in Kabul on the ways to stabilize the war-ravaged country and boost regional cooperation.

Representatives, mostly foreign ministers from 30 countries, including Iran, Russia, China, and Turkey, had taken part in the one-day-long conference, which marked the follow-up to a gathering held in Istanbul in November.

Insecurity continues to rise across Afghanistan, despite the presence there of some 130,000 foreign forces, some 11 years after the launch of the US-led invasion of the country.

According to a February report by the United Nations, 2011 was the deadliest year on record for Afghan civilians. The year’s death toll rose by eight percent compared to the year before and was roughly double the figure for 2007.

Meanwhile, the rise in civilian casualties in US-led NATO attacks has strained relations between Karzai and his Western backers who are under increasing pressure at home over the unpopular war.
