A District judge in Arkansas resigned from public office after investigators discovered over 4,000 photographs of nude males on his home computer. Many of the men had received checks from the judge and many had appeared before him as defendants.
Seventy-year-old Cross County Judge Joseph Boeckmann wrote in his letter of resignation to the Judicial Discipline and Disability Commission (Commission) that his resignation was effective immediately and that he would never again seek a job as a local, county, or state employee. He has been accused of dropping defendants’ traffic or court fines in exchange for sexual favors. Prior to his resignation, Boeckmann denied any wrongdoing and said the photos “may have been taken to corroborate a defendant’s participation in community service.”
According to the Commission, when the judge took the bench in 2009, he began seeking out male defendants between the ages of 18 and 35 years. Allegedly, he chose poor, young men, or those afraid of losing their jobs, or men involved in custody reports. He gave selected young men a hand-written note in court with his telephone number and instructions that they could perform a “community service” at his house. The photos depicted young men, many nude, in various poses both inside the judge’s house and outside in his yard. He allegedly forced the men to be paddled, engage in sex acts, and pose for photos while they were bending over with their legs spread apart.
The Commission found evidence that Boeckmann’s behavior spanned over 30 years, back to the time when he was deputy prosecutor. The top officer of the Commission said, “He’s a criminal predator for sure, who has used his judicial office to feed his corrupt desires. I don’t know what else you can possibly say about that except that he’s a sexual predator.”
