Donald Trump wants a wall built along the US Southern Border to keep Mexicans from entering American illegally and he wants Mexico to pay for it.
In order to get that done, Republican Congressman Mike Rogers has introduced a bill called the Border Wall Funding Act of 2017 (BWFA). This legislation mandates a 2% tax on any person-to-person wire transfers to Mexico, the Caribbean and any countries in Latin America.
Instead of targeting corporate monetary transfers, this bill targets individuals sending money to those countries. This move would harm this nations economically.
For example, American remittances bring an estimated $28.5 billion to Mexico which exceeds the cash profits from oil fields.
Additionally, an average of $60 billion in remittances are sent out of the US annually which exceeds the $26 billion the US government spends on foreign aid.
This proposal also endangers the lives of Americans via cuts to counter-terrorism funding, narcotics enforcement and other important programs. And an estimated $100 million from those necessities will be spent on Trump’s border wall to compensate for the tens of billions of dollars this project is expected to cost.
The bill would harm US citizens as well because the remittance tax is applied to anyone sending cash to a foreign country regardless of their immigration status.
In a report published by the World Bank last month, these types of taxes are a “bad idea” because it hurts the poorest nations by restricting cash flow. The report also points out that even with the taxes in place, migrants will find a way around them and continue to send money across the border.
Beyond the hair-brained scheme to get Trump’s border wall financed, the current administration has asked Congress for $1.6 billion to begin replacing fencing along 74 miles along Texas 1,200 miles of border with Mexico.
This part of the scheme gives the appearance of movement on the border wall and attempts to satiate Trump’s voters in Texas who will see construction along their border without realizing it is not the totality of wall they were promised.
According to local talk radio in Texas, Trump’s “proposed budget calls for spending $2.7 billion for border security including a 74 mile wall separating the U.S. from Mexico, mostly in Texas. The Department of Homeland Security would receive $1.6 billion to build the wall, most of which would be in the Rio Grande Valley.”
