A corrupt tax office investigator who accepted cash and gifts from illegal tobacco dealers in return for favourable treatment has been jailed for two-and-a-half years.
Philip James Roper, an Australian Tax Office official and former Australian Federal Police officer, had corrupt relationships with several people selling illegal tobacco, which is known as chop chop, between 2001 and 2003.
Roper, 52, met one of the men at the Gotham City Brothel, the Victorian County Court heard on Monday.
He was to be paid $20,000-$30,000 to protect the chop chop business but some of the money was not paid to him, the court heard.
One of the illegal chop chop dealers was required to provide names and addresses of other dealers to Roper.
Roper also organised a bogus tax office raid in order to steal five 100kg bales of tobacco from a Dandenong house.
He provided a tip-off to another illegal tobacco dealer that tax office investigators were going to visit a market where she sold chop chop.
Roper was given a first class ticket to China by the partner of this person.
Roper, formerly of Glen Waverley, was found guilty by a jury of dishonestly asking for a benefit, dishonestly receiving a benefit and theft.
He also pleaded guilty to dishonestly receiving a benefit and abuse of public office.
Judge Joe Gullaci said Roper’s activities brought the role of tax investigators into disrepute.
“It lessens the confidence of the general public in these important roles of the Commonwealth,” he said.
Judge Gullaci ordered Roper serve 14 months in prison before being freed on a release order, which is similar to a suspended sentence.
