Syrian rebels launch night-time raid in central Damascus

But Monday’s raid was a targeted attack by a single rebel unit, though it
seems to have been unsuccessful.

The Syrian Observatory for Human Rights said all the unit’s members were
killed, wounded or captured.

There were subsequent gun-battles in two other suburbs, Barzeh and Qaboon, it
said.

The Assad regime’s success in recent weeks in taking rebel-held areas of major
cities, albeit at heavy cost, has presented a quandary to the Western powers
whose attempts to pile on pressure via the United Nations were stymied by
the Russian and Chinese veto.

Russia did however called on Syria to allow a daily two-hour ceasefire for aid
to be delivered, in line with a plan by the International Committee of the
Red Cross.

France is attempting to draft a UN presidential statement backing a peace
initiative by the special envoy, Kofi Annan, even though he has angered the
rebels by demanding they negotiate with the regime.

He has five mediators currently operating in Syria, while a separate team from
the United Nations and the Organisation of Islamic Co-operation is
conducting an investigation with the agreement of the Syrian authorities
into the effect of the violence.

The United States is drafting a separate resolution demanding Syria allow
humanitarian access.
