Syrian forces prepare for Homs ground assault

But the government has shown little willingness to countenance previous
appeals for a “humanitarian pause”. Amid fears that the death toll
will rise rapidly if a new ground offensive on Homs is launched, Syrian
opposition parties again urged the UN Security Council to “end the siege”
of the city and protect civilians.

UN attempts to act on Syria have been vetoed in the Security Council by Russia
and China. Russia yesterday said it would not attend a planned meeting of
the “Friends of Syria” in Tunis at the end of the week, saying the
Western backed initiative was an attempt to forge an international coalition
intent on Libya-style military intervention.

Russia has significantly increased arms exports to Syria since the uprising
began 11 months ago, according to officials who have defected from the
country’s defence ministry. Recent consignments that have arrived by sea
have reportedly included sniper rifles used in the suppression of
demonstrations.

With the international community split, Mr Assad has proved impervious to
western and Arab condemnation of his tactics. In a sign that he is again
widening his offensive against his opponents, government forces raided three
villages in the northern province of Idlib, killing 33 people, according to
human rights groups.

On Tuesday night, the US appeared to soften its stance on arming the rebels if
Mr Assad continues to defy pressure. Jay Carney, the White House press
secretary, said while the US did not want to take action that would further
militarise Syria, they refused to rule out “additional measures if the
international community should wait too long and not take the kind of action
that needs to be taken”.
