Stop charity meddling, urges opposition

The federal coalition has pledged an end to governments meddling in the affairs of charities and distrusting volunteers.

Opposition families spokesman Kevin Andrews says Labor’s proposed regulator for the not-for-profit sector is an act of unwelcome paternalism.

“It is a power grab by the government which will extend extraordinary powers to bureaucrats to reach into the affairs of organisations ranging from local congregations to national charities,” he said in Melbourne on Friday.

Under the draft bill, anyone from the local parish minister to the archbishop of a diocese could be suspended or removed by the Australian Charities and Not-for-profits Commission, Mr Andrews said.

In another unwelcome intrusion, commission officers would also have the power to seize records.

“(The bill) assumes that people who give of their time and efforts, often in a voluntary capacity, are untrustworthy and tainted,” he said.

Mr Andrews said a coalition government would support a small commission as an educative and training body.

It would also relax the reporting regulations imposed on family service agencies and reinstate the Howard government’s Community Business Partnership to encourage growth in philanthropy.

Community Council for Australia chair Reverend Tim Costello said he was pleased the coalition was willing to work with the sector to reduce compliance costs but it was concerning that they continued to support the tax office as the primary charity regulator.

ACOSS chief executive Cassandra Goldie said she welcomed the coalition’s commitment to cutting red tape.

“At the same time, we see the administration of taxation concessions for the sector should be separate from effective regulation of charities.”

A spokesman for federal assistant treasurer David Bradbury, responsible for reforms to the not-for-profit sector, said charities had called for harmonisation of regulation.

Legislation covering the reforms is expected to go before parliament by the end of the year.
