The strike at Zhanaozen, about 400 miles south of Atyrau, lasted about six
months and involved around 1,000 workers, mainly from the nearby
OzenMunaiGas oil field which is a subsidiary of KazMunaiGas, the state oil
and gas company.
Officials from OzenMunaiGas had negotiated with the strikers for a few weeks
but they declined to give them a pay rise. When talks broke down they simply
sacked the workers and ignored their protests.
Riots broke out in Zhanaozen on Dec 16, Kazakh Independence Day. Police fired
on the protesters and killed at least 16 people.
The strike and the riots dented Kazakhstan’s reputation for stability and
infuriated President Nursultan Nazarbayev who warned regional officials
officials to avoid a similar situation happening again.
Mr Nazarbayev, who has ruled since independence, specifically criticised the
regional authorities for not being more accommodating towards the strikers
and an official report into the riots blamed corrupt officials for siphoning
off money designated to job creation around Zhanaozen.
