But with the number and ferocity of protests over a lack of basic services in
poor areas increasing, he conceded that the ANC had not done enough.

“The level of frustration in some communities is high and understandably
so,” he said.

Mr Zuma spoke of a need to stamp out corruption and cronyism within
government, largely blamed for a failure to fully address the country’s
issues.

But he added the government was still grappling with the inheritances of
apartheid, and the compromises that were made to ensure a smooth transition,
including pursuing conservative economic policies some saw as alien to the
party’s socialist roots.

“We had to be cautious about restructuring the economy, in order to
maintain economic stability and confidence at the time.

“Thus, the economic power relations of the apartheid era have in the main
remained intact.

“The ownership of the economy is still primarily in the hands of white
males as it has always been.”

The gathering is seen as a crucial milestone in the run-up to the party’s
elective conference in December, where Mr Zuma will seek a second term.

He faces a potential challenge from Kgalema Motlanthe, the softly-spoken
Deputy President already championed as a steady hand by many within the
party, and Tokyo Sexwale, the enigmatic, multi-millionaire housing minister
believed to be backed the outspoken Julius Malema, the now expelled ANC
Youth League President.

While neither man has yet declared himself as a rival to Mr Zuma – something
frowned on in ANC structures – both have briefed against the president of
late, and raised their own profiles with speeches and public appearances.

Many South Africans are talking of an “anyone but Zuma” campaign –
feeling that the 70-year-old president has made few inroads into the
country’s unemployment and poverty problems.
