There have been three different ‘governments” known as the United States.
The first was the united States from 1776 till 1789.
It’s Constitution was the Articles of Confederation with a very weak “central” government which was subservient to the Individual countries known as States. which joined together for mutual defense and advantage.
It was not a democracy but a constitutional republic.
George Washington could be said to be the Father of that Country as without his tenacity, stubbornness, and leadership in war America would never have prevailed against the British
It was by far the one under which Americans enjoyed the greatest amount of freedom.
The second was the United States under the replacement Constitution which lasted from 1789 till 1861.
It was a Constitutional Republic and not a democracy.
When asked after the convention was over what they had wrought, Ben Franklin replied sagely, “a republic, if you can keep it.”
This United States which is not the same as the united States under the Articles of Confederation had a central government which was a whole lot more powerful, took many more rights from the countries called States for itself and Americans were very much less free than they had been under the old united States and the Articles of Confederation.
The Father of that country could be said to be the Constitutional Convention.

Although George Washington was part of that convention, he did not have the power to stop the movement and felt many the Americans disloyalty, treasonous actions and self serving actions during the Revolution had proved them not worthy or ready for true freedom.
The country was a mess of divisions and deeply in debt.
Patrick Henry would have nothing to do with the convention as he saw it as a betrayal of the Revolution.
I believe if Washington had it to do over he would gone had some drinks with Henry rather than attend the Convention.
The third UNITED STATES is a Soviet styled Communist Military Dictatorship in Corporation form and thinly disguised as a constitutional republic.
An Empire run out of the business end of the militaries weapons.
It is not now and has never been a democracy.
