nsnbc : Pakistan’s Ministry of Foreign Affairs claimed that the Taliban offshoot Jamaat-ul-Ahrar operates out of Afghanistan’s eastern Nangahar province. The statement came as the two countries agreed to coordinate security and anti-terrorism operations. The presence of the group and its headquarters in Nangahar have been known since 2014, but the statement comes as Afghan and Pakistan agreed to coordinate anti-terrorism operations and the Security Council designated the group as terrorist organization.
The Pakistani Ministry of Foreign Affairs released a statement, claiming Jamaat-ul-Ahrar (JuA), an organization against which the UN security Council has imposed sanctions for deadly attacks, is operation out of Afghanistan’s Nangahar province.
The Mnistry added that “Pakistan welcomes the listing of Jamaat ul Ahrar by the UN Security Council”. Pakistan’s Foreign Ministry further added that the Security Council’s 1267 Sanctions Committee yesterday approved the addition of JuA in the list of entities and individuals subject to the assets freeze, travel ban and arms embargo. Pakistan had proposed this listing.
“The JuA operates from Nangarhar Province of Afghanistan and has been involved in a series of terrorist attacks inside Pakistan. Pakistan had proscribed JuA last year,” the statement added. Pakistani government and military officials reported earlier this year that JuA’s website is operated and maintained from India.
Jamaat-ul-Ahrar is an offshoot of the Tehreek-e-Taliban Islami Pakistan (TTIP / TTP). IT announced its establishment as independent organization in August 2014. JuA is led by former commanders of the Movement of the Taliban in Pakistan, such as Ihsanullah Ihsan, the former spokesman of the TTP, and Omar Khorasani, a senior leader in the Movement of the Taliban in Pakistan. All of the above have at one time or the other also been linked to networks tied to Pakistan’s Inter Service Intelligence ISI.
JUA refers to internal differences with the Movement of the Taliban in Pakistan as well as refocusing on the objective of creating an Islamic state as reasons for its formation. The new group is comprised of four of the seven tribal districts bordering Pakistan and Afghanistan, namely Mohmand, Bajaur, Khyber, and Arakzai.
Working Closely with ISK, Jamaat-ul-Ahrar pledged allegiance to the Islamic State Khurasan (ISK) in 2014. Jamaal ul Ahrar openly supports the Islamic State and pursues similar objectives. In 2016 there were several attacks that were claimed by both ISK and JuA.
The latest statement by Pakistan’s Foreign Ministry comes as both Kabul and Islamabad claim that the terrorist groups are having safe havens and freedom of movements on both sides from where they plan and coordinate attacks. The Afghan officials are saying that the leadership councils of the Taliban and Haqqani network are based in the key cities of Pakistan, including Peshawar and Quetta, from where they plan and carry out attacks in Afghanistan.
The statement came also, after Afghanistan and Pakistan agreed to coordinate anti-terrorism and security operations. Part of the agreement on coordinated and complementary anti-terrorism operations is that when Pakistani forces plan counterterrorism actions on their side of the border, Afghan counterparts will be required to mobilize forces on the other side and the other way around to prevent terrorists from fleeing.
