PIERRE, S.D. (AP) — South Dakota Gov. Dennis Daugaard has successfully blocked a proposal that sought to refund about half the construction taxes for large wind energy projects and an environmental upgrade at Big Stone Power Plant.
Daugaard vetoed the bill late last week. The South Dakota House on Monday voted 44-23 in favor of the bill, falling three votes short of the two-thirds majority needed to override the veto.
The bill was passed to provide tax refunds beginning in January 2013, when the current tax refund law expires.
Daugaard says the Legislature should wait to see whether voters in November approve or reject a more comprehensive incentive plan for construction projects.
