nsnbc : The completion of the Nord Stream II gas pipeline from Russia to Germany will not spell the end to Russian gas deliveries to the EU via Ukraine but provided additional energy-security and competitiveness.
The planned commissioning of the Nord Stream 2 will supplement the already operational Nord Stream pipeline from Russia to northern Germany.
The Nord Stream 2 gas pipeline will traverse the Baltic Sea and will have a capacity of 55bln cubic meters. The project will be implemented by a joint project company, where Gazprom will hold 50%, E.ON, Shell, OMV, BASF / Wintershall, and Engie – 10% each.
Russian Energy Minister Alexander Novak commented on the pipeline project and its impact on gas exports to the EU via the Ukraine in an interview with the German newspaper Die Welt. Novak said
“We do not rule out certain gas deliveries will continue over the territory of Ukraine. The question is in economic feasibility of transporting over specific pipeline systems. Alternative routes create competition and reduce the transportation price for European clients. If a country is a monopolist in transportation, this impacts on the price. Ukraine has already announced multiple increase of the gas transit price”.
The Nord Stream 2 also provides additional energy security for both the EU as importer and for the Russian Federation as exporter. Relations between Russia and the Ukraine remain tene. The economically trouble Ukraine is notorious for failing to meet payments and the Ukraine has previously siphoned off gas that was on transit to the EU. Relations also remained tense after Crimea’s accession to the Russian Federation and because situation about Ukraine’s breakaway Donbass Republics remains complicated and stresses bilateral relations.
The construction of the Nord Steam 2 pipeline via the Baltic Sea would also bring an end to the political deadlock that arose after Brussels adopted the 3rd EU Energy Package in 2013, that aimed at re-negotiating already signed contracts. The 3rd Energy Package outlawed that one single company could control both the gas resources and the distribution network.
