Russia urges continued talks on Syria

Russian Deputy Foreign Minister Mikhail Bogdanov on Tuesday made the call for the follow-up gathering to the Action Group meeting held in Geneva on June 30, AFP reported.

“We would welcome organizing another Action Group meeting in Moscow. But we would also not be opposed to Geneva if special representative (Annan) and group participants find this more appropriate,” Bogdanov told Interfax News Agency.

He reiterated Moscow’s call for the inclusion of Tehran in the talks on the unrest in Syria, saying the presence of Iran in future meetings would be beneficial.

Bogdanov also ruled out any decision on the fate of Syrian President Bashar al-Assad in the upcoming meeting. “The fate of a particular leader should be decided by the people in accordance with international legislation,” he argued.

Syria has been experiencing a deadly unrest since mid-March 2011. The West and the Syrian opposition accuse the government of killing protesters, but Damascus blames ‘outlaws, saboteurs, and armed terrorist groups’ for the unrest it asserts to be orchestrated from abroad.

To end violence in Syria, Annan proposed a six-point peace plan which calls for the establishment of a cease-fire between the government and the opposition and also says humanitarian groups should be allowed to have access to the population, detainees should be released, and a political dialogue should be started.

Annan’s initiative went into effect in mid-April but failed to end the unrest. UN reports also indicate that violence has only intensified ever since.

Last month’s meeting in Geneva ended with a broad consensus on forming a transitional governing body in Syria. The Syrian-led transitional governing body “could include members of the present government and the opposition and other groups, and shall be formed on the basis of mutual consent.”

Despite insistence on the part of Annan, UN Secretary General Ban Ki-moon, and Russia to engage Iran, the US and its Western allies objected to inviting the Islamic Republic to the Syria meeting.
