‘Russia supports UN proposals on Syria’

Lavrov said in a statement issued on Tuesday that Russia is “ready to support Kofi Annan’s mission and those proposals he conveyed to the Syrian side and to several opposition groups and also to the UN Security Council.”

“This is not just in the form of a statement by the chair (of the Security Council) but in the form of a resolution,” Lavrov added.

The Russian foreign minister also stated there are “two minimum conditions needed” for a UN Security Council response regarding the Syria issue, “be it in the form of a statement or a resolution.”

“The first that Kofi Annan’s proposals be made public and second, that the Security Council approves them not as an ultimatum but, approves them — taking into account ongoing work — as a basis for continuing efforts by Kofi Annan with the goal of reaching agreement among all Syrians, the government and the opposition groups, on all urgent issues, access for humanitarian organizations in Syria, an end to violence on all sides and the start of political dialogue and access for the mass media, and so on.”

Lavrov made the remarks days after the special envoy to Syria for the United Nations and the Arab League, Kofi Annan, said he “presented a set of concrete proposals” to Syrian President Bashar al-Assad, “which would have a real impact on the situation on the ground” in Syria.

Annan held two rounds of talks with President Assad in Damascus on March 10 and 11.

Syria has been experiencing unrest since mid-March 2011.

The West and the Syrian opposition blame the government for the turmoil, but Damascus says “terrorists” are responsible for the unrest.

Russia and China vetoed a Western-backed draft resolution on Syria at the UN Security Council (UNSC) on February 4. The two permanent members of the UNSC rejected the draft as “unbalanced.”

Moscow and Beijing also vetoed a European-drafted UN Security Council resolution against Syria on October 5, 2011.
