The mayor of southern town of Krymsk, head of the surrounding region and chief of a nearby village were detained due to the neglect of duty, the investigative committee said.
“In the course of the investigation, Vasily Krutko, Vladimir Ulanovsky and Viktor Zhdanov have been detained,” a statement said.
The probe into the conduct of the officials in the wake of the disaster was carried out at the order of the Russian President Vladimir Putin.
Putin ordered the investigators to find out if more could have been done to save lives.
The committee reiterated that the three detained officials had been alerted on an upcoming storm approaching southern region, but they failed to adopt pre-emptive measures and failed to alert the people of the region about a possible disaster.
The authorities estimated that up to 13,000 people have been affected by the floods caused by torrential rains in the worst-hit town of Krymsk.
