Robertson downplays contradictory dam data

Former Queensland water minister Stephen Robertson has shrugged off discrepancies in records of the timing of Wivenhoe dam releases.

Wivenhoe dam engineers have been accused of contriving a final report on the dam’s flood management to make it appear they followed the correct water release strategies.

A March 2011 report they co-authored says they jumped from strategy W1, which prioritise rural communities, to strategy W3, which focuses on preventing urban inundation, on January 8 last year.

But records kept during the time of the floods indicate otherwise.

Mr Robertson, who was the water minister during the floods, will be fronting Queensland’s flood inquiry hearings in Brisbane.

Late on Tuesday, he released new statements for the inquiry.

His statements say a briefing note given to him on January 10 last year said water releases from Wivenhoe dam were operating under strategy W2, a transition strategy between minimising impact to downstream rural life and protecting urban areas.

This contradicts the engineers’ statements that they bypassed W2 two days earlier and went to a higher water release strategy that prioritises protecting urban areas from inundation.

Mr Robertson said the note was prepared in a short time frame while the March report was a more considered, detailed document.

He said he did not regard the note as a definitive statement or analysis of every decision made in the flood operations centre, but rather a note to inform him of the events of the previous week.

“I do not consider it surprising, for the reasons mentioned above, that there may be a difference between these two documents,” Mr Robertson’s statement said.

“I was not aware of any differences in the two reports until the recent media reports.”

Mr Robertson said he received regular email briefings from Water Grid Manager’s director of operations Dan Spiller and technical situation reports every few hours between January 7 and 12.

He also received emails from SEQWater Grid Manager John Bradley.

Mr Robertson’s statements include copies of emails, reports and a transcript of a teleconference involving himself, SEQWater, council chiefs and the bureau of meteorology on January 10.

He said he did not participate in any meetings regarding the preparation or content of SEQWater’s March report.
