Russia needs to modernise its military hardware to protect it from foreign attempts to grab its resources, Russian Prime Minister Vladimir Putin said today.

While Putin didn’t name any specific nation eyeing Russian mineral riches, in the past he has repeatedly accused the United States of trying to weaken Russia in order to sideline a rival.

‘We mustn’t tempt anyone with our weakness,’ Putin wrote in the government daily newspaper Rossiyskaya Gazeta in an article intended to burnish his image as a strong leader before a presidential election on March 4.

He said the government plans to spend around 23 trillion roubles ($768.46billion) over a decade to modernise its armed forces.

It will purchase more than 400 intercontinental ballistic missiles, more than 600 combat aircraft, dozens of submarines and other navy vessels and thousands of armoured vehicles.

‘New regional and local wars are being sparked before our very eyes,’ Putin wrote.

‘There are attempts to provoke such conflicts in the immediate vicinity of the borders of Russia and our allies.’

Putin gave no details of specific threats but said Russia needed to develop weapons that were better than those of any potential enemy and called for making Russia’s armed forces more professional and versatile.  

Russia’s once-mighty armed forces underwent a decade of spending cuts after the fall of the Soviet Union in 1991, although Putin tried during his 2000-08 presidency to slow the decline. The military now has about one million personnel.              

He said that Russia will respond to the planned U.S. missile defense by developing weapons capable of penetrating it.

Putin has dismissed the U.S. claim that the prospective shield is intended to counter the Iranian missile threat, saying that its real goal is to erode Russia’s nuclear deterrent.

Putin said Russia also needs to look 30 to 50 years ahead to foresee threats posed by prospective new weapons technologies.

While a nuclear conflict looks unlikely, scientific progress leads to the emergence of new weapons that could change the character of war, Putin said.

He specifically referred to precision long-range non-nuclear weapons, saying they emerge as key instrument of modern warfare.

While Putin on Monday stopped short of naming any nation developing the technology, Russia has long voiced concern with U.S. plans to re-equip some of its long-range nuclear missiles with conventional warheads.

Experts have warned that the obsolete equipment and aging workforce at Russian defense plants put a challenge to the ambitious weapons modernisation programme.

Putin said the government would need to focus on modernising weapons-making plants, promising to encourage private investments in arms production.

Russia’s military equipment has become increasingly old and outdated. A strong Russian military would appear a good thing, given their previously impeccable record with nuclear weapons and their balanced restraint throughout the cold war , the rise of the Chinese military and also the bullying tactics of the United States. Arms production is also a good way of employing people and will have good export potential due to economies of scale. I am by no means a fan of Putin or Russia, but did spend many years as part of the British Army of the Rhine during the cold war.

Fair enough but you also need to stop your population imploding Vlad otherwise there won’t be any Russians to defend Russia.

Wise words Mr Putin! would’t trust America as far as i could throw them.They have turned on Britain while i served.They told us to get out of Suez or else.they even had their 6th fleet alerted to back their words,they told us to get out of Northern Ireland,they were sure we would be thrashed In the Falklands,they have backed Argentina this time round.And still Hague and Cameron SUCKS up to them.

Unlike Putin, the West seems to be turning a blind eye to one very significant outcome of the banking crisis, that the balance of power in the world has been altered.

Useless propaganda rtyom Ivanovich, Yaroslav’, Russia. I am afraid you are wet behind the ears. Yes, Russia have a large army, and yes at eighteen you have to enter service. But talking of the grandeur and valor of fighting for ones country is one thing, doing it is another, their is nothing grand about war, and an armed rabble of teenagers is not a good enough fighting force to win a war against two of the most professional and highly trained armies in the world, and contrary to belief despite wealth China are in this same boat, its a huge vessel but its hull is full of holes. Putin has only come out with this because he is unpopular and Russia is heading for crisis…again and the best way to unite people is to scare them into submission, expect more of this, Putin only has a bark left in his hand to play, but he has no bite remaining.

This is just hype from Putin, he is facing an election soon, his popularity is low. The Russian military is disgruntled, this is just a way of hoping the military will not turn against him – they have a history of turning against leaders.

Russia barely registers on US radar these days – certainly not since Reagan engineered the overthrow of the USSR 20 yrs ago. Putin wants to spend $770Bn OVER THE NEXT DECADE? US spends that much every year. 21Mn men in your army? How do you intend to move them anywhere you might need to? You no longer have a navy. Just sold your last a/c carrier to China. CHINA, not the USA, is Russia’s threat – and it’s right next door to you. They are a resource scarce country with 10X Russia’s pop’n and they’re not all alcoholics. As long as you guys obsess over the USA you will make yourselves weak compared with China. You’re still looking over your shoulders at the USA. Bad idea. Your enemy is right next door to you and if Putin didn’t have the IQ of a carrot he’d know that.

In the 90s, the russian army had very little money to work with. As Putin said “it is not a militarisation of the economy, we just have to pay the bills we fell behind with in the 90s and 00s”.
