Michaela Whitton (AM) : A police officer involved in the arrest of a black man who died in custody boasted of being “a total racist who hated all blacks,” according to his brother-in law.
Family members also revealed that Police Constable (PC) Alan Paton had previously carried out a violent attack on his own parents that left his elderly mother unconscious and his father severely bruised and battered.
In May of this year, Sheku Bayoh of Sierra Leone died after being restrained by up to six officers in Kirkaldy, Scotland.
CS spray and batons were used on the 31-year-old, who was then shoved face down to the ground in hand and leg restraints. Eyewitnesses saw officers kneeling and lying on Bayoh in order to restrain him after allegedly receiving reports of a man brandishing a knife.
CCTV evidence later showed Bayoh was not carrying a knife. Minutes after the altercation began, he stopped breathing. A post-mortem examination revealed injuries all over his body, face, and head, as well as signs of positional asphyxia — a common cause of death in police custody where restraint is involved.
Collette Bell, Mr. Bayoh’s partner and the mother of his eight-month-old son, said, “They’re supposed to be trained in restraint. They should have the knowledge and ability to deal with those people appropriately without having to beat them to a pulp.”
She added that there are ways and means to restrain someone without killing them, saying that if Sheku had not come into contact with police, he would still be here today.
On PC Alan Paton’s violent and racist past, Bell was frank: “If somebody could beat up their own mum and dad why are they then left with the badge, why are they still allowed to patrol the streets? If they are that violent that they would hit out at their parents, what hope does any normal citizen have to go up against him?”
An “independent investigation” into the circumstances surrounding Sheku Bayoh’s death is currently being carried out by the Police Investigations and Review Commissioner (PIRC). Members of Bayoh’s family have questioned whether the watchdog is capable of holding Police Scotland accountable over his death after revelations that almost three-quarters of its senior investigators are ex-police officers.
