The following statement was issued Friday by the Pittsburgh Public Safety Department:
“Pittsburgh Police Officer Raymond Toomey has been assigned to the warrant office pending the outcome of investigations into an arrest he made on the South Side. The temporary assignment will prevent Officer Toomey from working on the streets until the investigations have been concluded.”
Toomey kicked and kneed Nathan Stanley III in the head during an arrest outside The Flats on Carson. Video of the incident was recorded by a witness on East Carson Street. District Attorney Stephen Zappala said that he has also seen another video which raises a concern for him about the officer’s actions.
The arrest is under review by the city’s Office of Municipal Investigations, as requested by Mayor Bill Peduto.
Police Chief Scott Schubert was out of town Friday, and Public Safety Director Wendell Hissrich was said to be unavailable for comment.
In a criminal complaint, police said the 26-year-old Stanley is suspected of threatening a security worker with a gun outside the bar and trying to choke Toomey when the officer responded. He is charged with felony aggravated assault and misdemeanor counts of terroristic threats, resisting arrest and disorderly conduct.
Defense attorney Blaine Jones said Stanley denies threatening anyone.
Toomey wrote that Police Officer Welsh arrived at the scene to help him, but he still needed to use force to bring Stanley under control.
