Petition Drives for Marijuana, Green Energy Get OK in Michigan

Two more petition drives have gotten the go-ahead to begin collecting signatures in order to earn a place on the ballot in November, according to the Associated Press. The Michigan Board of Canvassers gave their approval Friday to language contained in petitions concerning the legalization of marijuana and increased green energy requirements.

Here are some of the key details concerning those petition drives.

* Each drive must collect 323,000 verified signatures by July 9 to be included on the ballot.

* The drive concerning marijuana is collecting signatures to put the drug’s legalization in the hands of voters. The ballot initiative, if successful, would change the state’s constitution to allow the use, distribution, and sale of small amounts of marijuana by anyone over the age of 21, according to the Jackson City Patriot.

* Marijuana would be regulated and taxed under the same sort of guidelines as alcohol is in the state of Michigan.

* Michigan voters opted to allow for the use of marijuana for medicinal purposes in 2008, according to the Huffington Post. But an increasing amount of interference by Michigan Attorney General Bill Schuette, who has declared many dispensaries illegal and closed them, has led groups such as the Committee for a Safer Michigan to organize for an amendment to the state’s constitution that makes the drug completely legal, without the medical stipulation.

* If the amendment is approved, marijuana would remain illegal under federal law, so technically a person could still be arrested by federal authorities for using, selling, or distributing the drug in Michigan, according to the Daily Tribune.

* The petition drive to raise the requirements for just how much of its energy a Michigan utility company gets from renewable resources is being sponsored by a group known as Michigan Energy, Michigan Jobs, according to the Detroit Free Press.

* If approved, the measure would require Michigan’s utility companies to get 25 percent of their energy each year from some combination of wind, water, biomass, or solar resources by 2025.

* Representatives of Michigan Energy, Michigan Jobs have maintained the cost to consumers of implementing the initiative would average only $15 a year, and may go a long ways towards curbing rising energy costs down the road. They also assert that the initiative would create many more “green” jobs in the state, according to Michigan Radio.

* To further safeguard energy rates, the proposal contains a stipulation that energy companies would only legally be allowed to raise their rates by 1 percent per year to offset the cost of implementing the green energy requirements.

* The proposed legislation piggybacks on earlier initiatives that require utility companies to gather a minimum of 10 percent of their energy from renewable resources by 2015. The new proposal is being advocated by business, labor, and agricultural groups from around the state.
