NSW community to have more say on planning

The proposed new planning system for NSW will see more community input up front and put an end to site-specific wars about individual developments, the state government says.

The government on Saturday released its green paper on the new planning system, which Planning Minister Brad Hazzard says is a complete overhaul of the status quo.

Under the proposed changes that will have “the main community input right up front”, three new zones will be introduced.

The first, an “enterprise zone”, will have “very little, if any, development controls” and will focus on attracting employment.

The second, the “future urban release zone”, will identify an area as open for future development “without having to detail zone boundaries for the future land uses at an early stage”, the green paper states.

The third new zone, the “suburban character zone”, will be applied to an area that will prevent any development that adversely affects the area’s character.

Speaking at the Broadway development in Sydney currently under construction, Mr Hazzard said under the proposed system the site would have had “maximum community input long before it ever got to the development application stage”.

“It would have been determining what we as a community want for this area, what is the mix of housing, of units, of employment lands, what did we want.

“Having sat down and had those extensive discussions, there will be more certainty for developers,” he told reporters.

“Good strategic planning also provides the right signals to industry about where to invest and will help ensure that the site-specific wars about individual developments become a thing of the past.”

The green paper will be open for submissions until September 14.
