UN chief Ban Ki-moon voiced disappointment over the Friday failure which came after delegations from 170 countries failed to make a decision on a draft treaty following a month of negotiations in New York.
“There is already considerable common ground and states can build on the hard work that has been done during these negotiations,” he added.
Some member countries, as well as rights groups blamed the United States and Russia for the setback. However, some diplomats are still hopeful that there could be a vote before the end of the year.
Some Americans opposing the treaty claim it undermines their constitutional right to carry arms.
Russia also refused to sign the accord, objecting to a final draft.
A total of 90 countries signed the treaty. The nations included all European Union members, Latin American states, the Caribbean and Africa.
All 193 countries involved in the talks were required to sign the treaty.
Human rights activists consider the treaty to be a step toward preventing the illicit flow of weapons in regions across the world.
Washington’s failure to sign the treaty comes only days after 12 people were killed when 24-year-old James Holmes opened fire on viewers in Century Theater Cinema in Aurora near Denver, Colorado.
The US is the largest arms exporter in the world.
