Illegal puppy farm operators could face jail terms or fines of up to $146,000 under tough new animal cruelty laws to be introduced by the Victorian government.

Premier Ted Baillieu will announce the laws on Sunday, with legislation to be introduced in parliament next week, News Ltd reports.

The new legislation will include jail terms, powers to seize assets of illegal puppy farm operators, hefty fines and 10-year bans on pet ownership for anyone found guilty of animal cruelty.

Corporate businesses will faces fines between $73,300 and $146,688, while individual breeders could face two years’ jail and fines of up to $60,000 for aggravated cruelty.

Money raised from the sale of confiscated assets will go towards an Animal Welfare Fund.

The tough new laws are in response to horror scenes discovered in some Victorian puppy farms where dogs were kept in cages and carcasses left to rot, Mr Baillieu said.

The clampdown may slightly raise the price of puppies at pet stores, the government said.

“We are not going to tolerate cruelty to animals,” Mr Baillieu said.

“These are some of the strongest laws ever introduced to protect animals from abuse and neglect.

“As a dog owner, I am appalled by images I have seen of abused and helpless animals.”

Under the legislation, it will be compulsory for dogs and cats sold in the state to be fitted with a microchip.
