The Afghanistan Analysts Network (AAN) report says the phrase “Afghan-led” has become increasingly prevalent in NATO and US press releases describing operations.
The report added that in at least one instance the phrase had been misused for an assault conducted entirely by US troops.
The report entitled “Death of an Uruzgan Journalist” focuses on an incident when an Afghan journalist, Omaid Khpulwak, was killed by an American soldier who mistook him for a militant.
The incident happened during a counter-operation when the offices of Afghan national broadcaster RTA were targeted by militants in southern Uruzgan Province.
NATO’s International Security Assistance Force (ISAF) initially refused to even admit that they had been at the scene of the reporter’s death.
The Western military alliance claimed that the attack was conducted by Afghan forces while in fact no Afghans were involved, the report noted.
“Afghan commandos and a combined team of Afghan national security forces responded unilaterally to insurgent attacks in Tarin Kot,” NATO said in a statement one day after the attack.
The report concluded that US troops were the only ones to enter the building without requesting any guidance from the Afghan forces on the ground.
Military operations by US-led forces have resulted in many civilian casualties and increasing tension between Washington and Kabul. Afghan officials have repeatedly condemned the attacks.
The rising number of casualties of US-led foreign troops and Afghan civilians has increased opposition to the Afghan war among NATO member states such as the US and Britain.
