Explosives will be used to clear large boulders that are blocking access to the Mount Buffalo National Park.
The huge rocks slipped on to the road following heavy rain this week.
One lane has been opened and the 29 people trapped there overnight have been able to drive out.
Park ranger Julian Atherstone says 20 of those trapped were high school students.
“They have camping equipment with them and they were quite warm and dry,” he said.
Parks Victoria spokesman Peter Jacobs says people need to be vigilant on park roads during the wet weather.
“Keep to the main roads. Don’t go out into the back country,” he said.
“There’s certainly road damage, streams are rising.”
