On Thursday, Faisal al-Duwaisan said the draft legislation is aimed at “preventing increasing levels of hate speech” in the Persian Gulf country.
The bill stipulates a prison term of one to three years and a fine of up to USD 72,000 for those “committing or inciting a hate crime.”
The penalty will increase to a maximum of seven years of imprisonment and a fine of at least USD 180,000 for those repeating the crime, according to the legislative draft.
To take effect as law, the Kuwaiti parliament must first pass the draft and then the ruling government needs to approve it.
