High earner: John Mauger has been paid £150,000 despite an ongoing investigation into his conduct

A high-ranking policeman has been paid £150,000 for over a year-and-a-half despite doing nothing, whilst an investigation into his conduct continues.

John Mauger, the assistant chief constable of Central Scotland Police, has been on ‘gardening leave’ since July 2010 when the lengthy inquiry began.

Officials were in talks with him and his legal team about reaching a settlement last summer – which could cost the taxpayer even more money – but it has still yet to be concluded.

It comes as police forces and other public bodies are being urged to make stringent savings, and calls were today made for a decision to be taken on his future soon.

Falkirk Councillor David Alexander, a substitute board member on the Central Scotland Joint Police board, said: ‘There is concern that this matter is dragging on and my fear is that with local elections on the horizon, this may be kicked well into the long grass for someone else to resolve.’

Mr Mauger is understood to have
clashed with Chief Constable Kevin Smith amid claims of insubordination
and inefficiency by the force’s second-in-command.

However, full details of the
complaint have never been made public and those involved in the
investigation have remained tight-lipped about what exactly the senior
officer is accused of.

He had only been at the force for 18 months when he was removed from operational duties pending the disciplinary investigation.

Emma Boon, Campaign Director at the Taxpayer’s Alliance, added: ‘It’s concerning that this investigation is costing so much time and taxpayers’ money. 

‘It’s in everyone’s interests that the matter is resolved as quickly as possible so that further costs aren’t racked up. 

‘Naturally a thorough and proper investigation should be carried out if there are serious allegations, but with a top cop sitting at home doing nothing taxpayers aren’t getting good value for money.

‘Police budgets are tight at the moment and the force can’t afford for this to drag on indefinitely.’

A Central Scotland Police Joint Police Board spokesman said: ‘We can confirm a senior officer is currently on leave and interim management arrangements have been put in place. No further comment will be made at this time.’

The original investigation was carried out by Grampian chief constable Colin McKerracher, who filed a report to the board early last year. 

Mr Mauger, who is believed to have remained at his family’s London home for the last 18 months, joined Centre Scotland Police in February 2009 from role as temporary assistant chief constable at HM Inspectorate of Constabulary.

It is understood he was given a glowing reference from the organisation which monitor police forces in England, Wale and Northern Ireland.

The insider said: ‘On paper his record was first-class.’

A Central Scotland Police spokeswoman said: ‘It would be inappropriate to comment at this time.’

Meanwhile, the Scottish Government refused to be drawn on the inquiry or the drain on public funds.

A spokesman said: ‘This is entirely a matter for Centre Scotland Police force and the Joint Police Board. Police forces in Scotland remain operationally independent of ministers and scrutiny of their work is the responsibility of the elected members on the police authorities.’

Mr Mauger was unable to be contacted for a comment.
