The foreign and finance portfolios were given to army backed civilians who
served in the military-appointed interim cabinet.
By controlling what are traditionally the three most influential offices of
any state, the generals have shown that they retain the upper hand in their
power struggle with Mr Morsi. The appointments will also be welcome in
Israel as they deprive the Muslim Brotherhood of the ability to wage war or
adopt a policy of confrontation with the Jewish state.
The Brotherhood did, however, secure two posts important to them —
information and education — which could allow the movement to expand its
influence gradually, in keeping with long-time strategy. It is also possible
that other new ministers now regarded as bureaucrats could one day prove to
be of an Islamist bent.
