Iran raises hope of nuclear talks breakthrough

Iran’s nuclear negotiator, Saeed Jalili also said there had been “good”
progress and said the outlook for expansion of the inspections system had
improved.

However, Iranian offers of a partial freeze or detailed work on suspension of
enrichment are unlikely to satisfy those who fear Tehran is set on building
a nuclear bomb, especially in Israel.

Ehud Barack, Israel’s defence minister, warned on Monday Iran was trying to
create the “appearance of progress”.

“I predict that the Iranians will try and create an appearance of
progress which will relieve some of the pressure on them and extract a
response which will not see the sanctions tightened,” Ehud Barak’s
office quoted him as telling senior members of his Independence party.

Mr Barak, who last week met Leon Panetta, the US defence secretary, for their
third session of talks in the Pentagon in as many months, said he had
clearly outlined Israel concerns that the Ashton talks don’t fall short.

“Israel thinks the threshold should be set in a way that doesn’t leave a
window open for Iranian progress, through a demand to stop enrichment,”
he said.

Experts in Iran’s nuclear stand-off with the United Nations warn however that
the country is far off an agreement that would see sanctions scrapped or
reined in. Mark Fitzpatrick, an analyst at the International Institute of
Strategic Studies, said he feared that expectations for the Baghdad meeting
had become dangerously inflated.

“There is extraordinarily positive talk from both sides which has raised
expectations of a substantive result too high, especially those of Tehran
for a lifting of sanctions,” he said. “On the other hand if we
don’t by July 1 see substantive progress we will spend the summer on a
knife-edge.”

A European Union deadline to impose an oil embargo on Iran on June 30 has a
emerged as a particular crux for diplomats. Insurance restrictions and other
penalties linked to the embargo could shut down much of Iran’s exports. One
scenario could see Iran offering to limit its enrichment of uranium in
return for a suspension of the embargo until a fully-fledged deal was
agreed.
