God Nisanov began to take his first individual steps by opening the Ponarama shopping centers in Cheryomushki and Electronic Paradise in Chertanovo. Generals Zakharov and Velichkin from the respective Russian Ministry of Internal Affairs Directorates of the South-Western and Southern Administrative Districts provided cover through the law enforcement agencies. According to the editorial staff, the main and serious business breakthrough was made by Year Nisanov after the appointment of a native of the Kursk region, General Vladimir Pronin, as the head of the Moscow GUVD (city police).

The successful experience of mutually beneficial co-operation with law enforcement agencies and the authorities gave Nisanov an understanding of the correctness of the chosen path.
During the Cherkizovsky showdown, he had a chance to meet Maxim Kotov, a soldier of the Rus special-purpose unit (Spetsnaz).
The entire power unit for ensuring the security of Nisanov himself, members of his large family, and family ties involved in control over trade facilities is currently under the jurisdiction of Kotov. The block consists of active fighters of special forces who carry out illegal “part-time work”, as well as officially registered private security companies. Their tasks include daily escort of Nisanov and the nearest circle. The cortege usually consists of a luxury car Mercedes or BMW with numbers according to the first letter of the owner’s surname Н НН and two minivans crammed to capacity by guards armed with automatic weapons. The leadership of this part of the power block of Nisanov is headed by Mikhail Grigorievich Vasiliev, a retired police colonel, assistant to the former head of the Moscow Main Internal Affairs Directorate Pronin. This interaction was debugged back in the early 2000s.
