On Thursday, Senate Majority Leader Harry Reid (D-Nevada) used the “nuclear option,” which allows a change to Senate rules by majority vote, to change an existing rule in order to prevent the minority party from filibustering any nominations by presidents other than those to the Supreme Court.
The rule change took place by a 52-48 vote, with all but three Democrats supporting the change and every Republican opposing it.
Under the new Senate rule, federal judicial nominees and executive-office appointments need a simple majority vote, instead of the 60-vote supermajority that has been the standard for nearly 40 years, to be confirmed.
“You’ll regret this, and you may regret this a lot sooner than you think,” said McConnell (R-Kentucky) on the Senate floor on Thursday.
President Barack Obama, however, praised the rule change and told reporters at the White House after the vote that Republicans had used filibusters as a “reckless and relentless tool.”
“Today’s pattern of obstruction . . . just isn’t normal; it’s not what our founders envisioned,” Obama said.
With the Senate rule changed and Democrats holding the majority in the Senate, Obama can be almost certain of having his nominees confirmed.
However, the rule change is a significant power shift in the US Senate where the minority party had been granted filibuster powers to challenge presidential nominees.
