nsnbc : The Geneva III Talks on Syria are scheduled to resume on Monday, March 14 to continue the dialog on Syria under the auspices of the United Nations in the Swiss city.
The delegation of the Syrian government arrived in Geneva on Sunday to participate in the Geneva III talks scheduled to start tomorrow. The delegation of the government of the Syrian Arab Republic is headed by the Syrian UN Ambassador Dr. Bashar Al-Jaafari. The talks are scheduled from March 14 through March 24.
That said, Syrian Foreign and Expatriated Minister Walid Al-Moallem stressed that the Syrian delegation would not repeat its mistake from the previous round of Geneva III Talks and the government’s delegation would be heading back to Damascus if the representatives of the Sudi Arabia – based “opposition” High Negotiating Council failed to show up within 24 hours after the scheduled start of the talks.
On Saturday Al-Moallem, referring to a letter from the United Nations’ Special Envoy for Syria, Saffan de Mistura, said that de Mistura will meet with the Syrian government’s delegation prior to the official start of the talks.
The last round of Geneva III Talks collapsed on February 3, 2016, due to diverging stances about preconditions for the talks. The Riyadh based HNC insisted that all the conditions stipulated in UN Security Council (UNSC) Resolution 2254 should be fulfilled, including a ceasefire. A ceasefire was, however, not easy to implement without risking that Islamist radicals would take strategic advantage of the cessation of hostilities.
A nationwide ceasefire has since been brokered by the jointly US – Russian chaired,17-nations’ International Syria Support Group (ISSG). The ceasefire does not include Jabhat Al-Nusrah, the self-proclaimed Islamic State (ISIS / ISIL / Daesh) and other insurgencies designated as terrorist organizations by the Security Council. The ceasefire between those parties that participate is largely holding.
That is, the Russian – led communications center in Syria is dealing with an estimated average of 20 – 25 ceasefire violations nationwide per day, escalating situations while also aiding humanitarian missions.
