The boat, MV Skagit/Kalama, was en route from the city of Dar es Salaam in mainland Tanzania to Zanzibar when it capsized near Chumbe Island west of Zanzibar on Wednesday, Reuters reported.
Officials said 145 people were rescued, but the death toll is expected to rise as dozens are still unaccounted for.
“The latest count that we have is 31 people dead and 145 were rescued. We have suspended the rescue operation for the night, but we will resume it at first light in the morning,” said Police Commissioner Mussa Ali Mussa.
“The passenger boat had between 250 and 300 people on board when it capsized in rough seas,” he added.
Zanzibar police spokesman Mohammed Mhina said that “almost the entire boat has been submerged in water… only a small part of the boat is now visible.”
In the deadliest maritime incident in the history of the island, more than 200 people lost their lives when an overcrowded ferry capsized with 800 people on board off Zanzibar in September 2011.
Zanzibar is a semi-autonomous archipelago and a popular tourist destination.
