Kevyn Orr said on Monday that the largest city in the US state of Michigan continues to be “dysfunctional and wasteful after years of budgetary restrictions, mismanagement, crippling operational practices and, in some cases, indifference or corruption,” the Washington Post quoted on Monday.
The former bankruptcy lawyer warned that the financial crisis could translate into unpaid employee wages, loss of retirees’ pensions and deeper cuts in services.
“Outdated policies, work practices, procedures and systems must be improved consistent with best practices of 21st century government,” Orr said, adding that some bills and obligations are not being paid or are being delayed.
Detroit, which at one time was the symbol of American progress and held great political power thanks to the auto industry, has been strained by annual cash shortages and USD 14 billion in long-term liabilities.
This comes while the motor-city owes more than USD 400 million, including USD 124 million for public improvement projects.
The comments mark the latest in a string of embarrassing setbacks to befall the city in recent years. Once the fifth largest American city, Detroit now ranks 18th with a population of 700,000 people.
Government figures show that more than a third of Detroit residents are officially classified as living in poverty, and the city’s unemployment rate is more than double the US jobless rate of 7.7 percent.
In February, Detroit topped the Forbes list of the most miserable city in the United States.
