Defence materiel minister eyes ‘problems’

Defence Materiel Minister Jason Clare is to hold another round of talks with defence industry companies about a number of troubled acquisition projects.

The process in the past has put the spotlight on such projects, and resulted in significant improvements such as in 2011 when the list of Projects of Concern declined to six, from 12.

Over Monday and Tuesday, Mr Clare will hold meetings with senior defence officials and with the chief executives of companies which have projects on the list.

“The purpose of these meetings is simple – to make sure there is focus from the top of Government, Defence and industry to remediate these projects,” he said in a statement on Monday.

“It ensures that the senior defence and industry people responsible for these projects are doing everything necessary to remediate them.”

Defence acquisition projects have routinely hit the headlines for running late or over budget and in 2008, the government launched the Projects of Concern list to ensure defence and the responsible companies apply their full attention to achieve remediation.

Since then, a total of 19 projects have featured on the list, with 13 removed, 11 through remediation and two through cancellation.

Still on the list is the project for support and sustainment of Collins submarines, Wedgetail early warning aircraft, lightweight torpedoes, multi-role tanker transport aircraft, electronic support measures for AP-3C Orion aircraft and the MRH-90 multi-role helicopter.

Mr Clare said the government had embarked on reforms to the Projects of Concern process including more formal processes for inclusion and removal from the list, development of agreed remediation plans and increased ministerial oversight.

He said he had committed to holding biannual face-to-face meetings with industry and defence officials with the first round held in February last year and round two in September.
