Dam strategy was wrong, managers say

Wivenhoe dam operators were not using the proper water release strategy two days before Brisbane and its surrounds were flooded, new evidence from two senior water managers says.

Their statements back up media reports which said that days before the devastating 2011 floods in Ipswich and Brisbane, dam operator SEQWater failed to move swiftly enough to a higher water release strategy designed to protect urban areas from inundation.

Key witnesses, South East Queensland Water Grid Manager’s chief executive Barry Dennien and director of operations Dan Spiller have submitted new statements to the Floods Commission of Inquiry.

Their statements say key emails received as the flood unfolded show a strategy known as W1, which is designed to minimise disruption to rural communities, did not transition to a more intense release strategy as it should have until January 9, 2011.

Mr Dennien also said it was not until some time later, on January 10, that it was ramped up to strategy W3 to protect urban areas from inundation.

“The transition to (maximum water release) strategy W4 occurred on the morning of Tuesday, January 11, 2011,” his statement says.

This is contrary to what SEQWater’s four engineers have told the inquiry.

They have claimed they bypassed strategy W2 from January 8 and went to W3.

The Brisbane River overflowed its banks on January 11.

Mr Dennien’s statement also said, “I was concerned, most of the references regarding water releases from the dams were in terms of how many cubic metres were being released per second, rather than designated strategies.”

He said Mr Spiller sent an email to dam operations manager Rob Drury on the morning of January 10 asking which strategy was being used.

“Mr Spiller informs me and I believe, that at approximately 8.23am, Mr Drury replied with the answer W2,” his statement says.

Counsel assisting the inquiry, Peter Callaghan has accused the engineers of colluding to provide matching accounts of events in their final flood report, to cover up their breach of the dam’s manual.

Mr Dennien and Mr Spiller are expected to give evidence to the inquiry some time this week.
