nsnbc : Russian President Vladimir Putin instructed authorities in Crimea and Sevastopol to hold an opinion poll before it is determined whether to sign a contract about electricity with Ukraine. The poll comes against the backdrop of sabotage against a main power line in November 2015.
The announcement about the decision by Russia’s Presidency was made by Russian Energy Minister Alexander Novak on Thursday. Novak told the press:
“The president has ordered to turn urgently to one of the leading professional agencies to hold an opinion poll among the population of the Crimea and Sevastopol on the following questions. The first question: do you support the conclusion of a commercial contract with Ukraine for the supply of the electricity to Crimea and Sevastopol, if it is stated that Crimea and Sevastopol are part of Ukraine, or you don’t?”
Novak added that this wording was the wording Ukraine wanted to include in the contract and that Russia disagrees with it. Noting that not signing a contract with Ukraine may involve intermediate hardship for Crimeans in the citizens of Sevastopol, Novak said:
“The second question is: Are you ready to temporary difficulties associated with minor disruptions of energy supply in the next 3-4 months?”
Russian – Ukrainian relations came under additional stress in November 2015 when a main power line from Ukraine to Crimea was sabotaged and Ukrainian “activists” were preventing the repair of the sabotaged main. This was particularly contentious, considering that the powers at be in Kiev, who otherwise have no problem deploying police and military against Ukrainian citizens seemed to be incapable of dealing with these “activists”. The “activists announced” that they would not allow the repair of the power line, said Ukraine’s Ukrenergo national energy company.
The head of the Russian Federations Upper House of Parliament (Federation Council), Valentina Matviyenko, warned Ukraine’s government in Kiev that Moscow would take retaliatory action if Kiev fails to restore electricity to Crimea and the City of Sevastopol – home of the Russian naval base on the peninsula.
Complicating matters even further was the fact that Kiev does not officially recognize that Crimea has become part of the Russian Federation and has financial claims for the use of the naval base.
