Liu’s criticism came after a China expert at the London School of Economics (LSE) questioned the rapid growth of the centers in British universities, which are now hosting 20 Confucius Institutes.
“Personally, I think the evidence is overwhelming that the Confucius Institute does not measure up [to the new ethics code], because it is openly declared to be a propaganda organization by the Chinese government, which has a poor record on human rights, and local institutes are subservient to the [headquarters] in Beijing,” Professor Christopher Hughes said, after Liu’s reaction to his earlier comments.
This comes as Liu made it clear that the Confucius Institutes are run “jointly” by Britain and China and are aimed at promoting “mutual understanding” between peoples of China, Britain and Europe.
“Some people are not comfortable to see the rapid growth of Confucius Institutes. They cling to the outdated ‘cold war’ mentality,” Liu Xiaoming said at a recent Edinburgh gathering for the European branches.
“They criticize Confucius Institutes for being a tool of China’s ‘national propaganda’. They label teaching Mandarin as ‘ideological infiltration.’ So they have from time to time made irresponsible remarks in western media,” he added.
Tensions between China and Britain have recently heightened after the recent month meeting between British Prime Minister David Cameron and Tibet region spiritual leader Dalai Lama.
The stand-off has reportedly even affected official visits between Chinese and British minister.
The Telegraph reported on Tuesday that British Trade and Investment minister Lord Green and Foreign Office minister Jeremy Browne were snubbed by Chinese officials during visits to the country.
Meanwhile, head of China’s parliament Wu Bangguo called off his visit to London after the Dalai Lama visit.
The tensions could even escalate further as Dalai Lama is to visit several British cities for a 10-day pre-Olympic tour starting from Thursday, June 14.
There are fears that the dispute could affect Cameron’s planned visit to China at the end of the year.
